China cuts VAT on books and journals

China is to cut the VAT rate on books, newspapers, journals, e-publications etc published by the Communist Party to 0%. Publications by other organisations for children and elderly are also to be nil-rated for VAT purposes. All other publications are to benefit from a 50% cut in VAT rate.
